Monitor infrastructure and goods/ equipment delivery. Assisting in Contract
Management on infrastructure delivery.

 

Preparation, management, update and monitor procurement plans,
procurement audits, preparation of TORS, RFPs, Tender docs,
GPN, EOIs, Initiate adverts, supervise evaluations of proposals
and tenders etc), Preparation of Contracts etc. Some of the TORs
include that of Beneficiary Assessment of the World Bank’s Community

Government of Sierra Leone// Rural and Private Sector Development Project

Engineering Consultant

I successfully consulted for the Government of Sierra Leones’s
Rural and Private Sector Development Project and I was
Successfully  did the following:  review feeder roads and
rural infrastructure implementation for the Project;
review Institutional arrangements between all
stakeholders and feeder roads and rural infrastructure
implementation; carry out feasibility for utilizing
labour-based construction methods for feeder roads
and rural infrastructure and formulate strategies
for using Rapid Results Approach for rural infrastructure
implementation. Developed  TERMS OF REFERENCE (TOR)
for training and the use of the rapid results approach in the
implementation of the civil works of the infrastructure component of the RPSDP.

Ministry of Local Government and Rural Development// Community Based Rural Development Project

Regional Engineer (Procurement & Infrastructure): 

 

Co-ordinated all the Engineering assignments including
monitoring infrastructure delivery.

 Offering technical backstopping to stakeholders and training
in procurement procedures. Stakeholders include: staff of the
Eastern Regional Co-ordinating Council, Municipal and
District Assemblies, Area Councils, Consultants and Contractors
, and NGOs.

Trained more than one hundred key staff of the District Assemblies
in Procurement of service, goods and works and contract management
by applying Ghana Public Procurement Guidelines and World Bank
Procurement Guidelines.
Offered technical assistance to the Eastern Regional Co-ordinating
Council and the then 17 Municipal and District Assemblies and
selected Area Councils in all engineering functions pertaining
to the implementation of infrastructure projects.
My technical input, through my considerable experience in planning,
design, execution and supervision of civil engineering works and
contract management, to the implementation of subprojects
using the Rapid Results Initiative approach by selected Area
Councils in the Eastern Region have contributed to the success to
the RRI approach.

VILLAGE INFRASTRUCTURE PROJECT (VIP)

Zonal Engineer/Procurement (using World Bank guidelines):

Coordinated all engineering assignments including procedures
in recruiting consultants and contractors, contract management,
monitoring infrastructure delivery, offering technical backstopping
and training in procurement procedures for stakeholders.

 

Procurement of Services, goods and Works: I had assessed,
advised on training requirement for District Assembly staff
and trained 248 selected top management and technical
staff of the 31 (MMDAs) in Ashanti and Brong Ahafo Regions
on World Bank Procurement Guidelines.

Nov 1989-August 1999

Ghana Irrigation Development Authority

Irrigation Engineer/Research/FAO Consultant

Led the water management section in executing operation
and maintenance of irrigation systems. Consulted for the
Food and Agriculture Organization (FAO). Researched on
a World Bank funded water resources project.
